My colleagues and I started it because our years of experience working in government resulted in widespread difficulties in achieving our career goals. Working in government for a long period of time also exposes you to all kinds of administrative bureaucracy that doesn't seem to make much sense. Those who have the least patience to deal with these difficulties will eventually retire. While retirement is generally great if you retire because you can it means that employees who don't retire just leave and go into the private sector.
